Vision

To become the internationally recognised hub of expertise for security of supply, enabling NATO and its partners to anticipate, withstand and recover from disruptions to critical supply chains, and thereby safeguard freedom of action in peace, crisis and conflict.

Mission

To support NATO, Allied and partner nations by providing expert advice, analysis, education and innovation that enhances the security and resilience of critical supply chains.

The Centre will develop and disseminate best practices, concepts and standards; coordinate research and lessons learned; and deliver training and experimentation that help nations secure the flow of goods, services and energy required for military operations and societal resilience.

Areas of Work

SOSCOE researches and analyses global and regional supplychain vulnerabilities, conducts early warning assessments and maps critical dependencies. This work covers the geopolitical and technological factors that affect supply chains, including hybrid threats, emerging technologies and the linkages between supply resilience and energy transition.

By sharing findings across the Alliance and with partners, the Centre strengthens situational awareness and informs decisionmakers.

Education and Training

SOSCOE designs and delivers basic and advanced courses, workshops and exercises on topics such as hybrid threats to supply chains, critical rawmaterial dependencies, energysecurity and regulatory frameworks.

Some courses may be run in residence, while others will be offered virtually or as blended learning.

The Centre also integrates securityofsupplymodules into other NATO training events and COE curricula.

Research, Analysis and Lessons Learned

The Centre maintains a research roadmap that aligns activities across NATO’s defence technological and industrial base, conducts SWOT analyses and modelling of supplychain disruptions, and establishes a knowledge base of research and lessons learned.

Concept Development and Experimentation

SOSCOE coordinates concept development and experimentation projects that test innovative ideas and new technologies.

For example, exploring autonomous transport swarms that can operate in remote and harsh environments, or investigating digital tools that provide greater transparency and predictability in supply networks.

Doctrine Development and Standardisation

The Centre analyses NATO regulations and compares them with EU and national regulations to identify gaps and overlaps.

It contributes to the alignment and development of standards and produces handbooks and guidance documents for commanders and planners on how to integrate supply considerations into operational planning.

Engagement and Outreach

SOSCOE fosters collaboration with NATO bodies, other Centres of Excellence, national authorities, industry, academia and civil society.

The Centre organises conferences, webinars and podcasts, publishes research papers and reports, and engages industry leaders and experts to strengthen supplychain resilience across sectors.

Programme of Work

The Security of Supply Centre of Excellence (SOSCOE) advances knowledge, policy, and practice through a defined programme of projects.

These initiatives span NATO exercises, concept development, analysis, and doctrine building – all aimed at strengthening resilience and interoperability across the Alliance.


Information

SOSCOE is led by a Director from the Framework Nation and governed by a Steering Committee comprising representatives from the Framework and Sponsoring Nations.

The centre is organized into several divisions that reflect its core functions: Education and Training; Research, Analysis and Lessons Learned; Concept Development and Experimentation; Doctrine and Standardisation; Outreach and Engagement; and Support and Security.

Each division is headed by a specialist who manages personnel and resources to deliver the approved Programme of Work.
